Equal Electoral Representation The division of the counting into constituencies on equal population bases to make sure that there is equal electoral representation. iii.Registration Of Voters: Provision must be made by the electoral commission to register voters and to embark on periodic revision and update of such voters register so that names of those who are either dead or no more suitable to be in the register will be dropped and those who are eligible to vote are included. iv. Electoral Law There must be electoral laws that will stipulate and guide the conduct of free and fair election. v.
