Independent Electoral Body The establishment of an independent and non- partisan electoral body who is charged with the responsibility of conducting election without induced manipulation or influence by either powerful citizens or any organ of government. The selection of official of the electoral commission who are non-partisan but transparent, honesty and astitute integrity. ii. Equal Electoral Representation The division of the counting into constituencies on equal population bases to make sure that there is equal electoral representation. iii.Registration Of Voters: Provision must be made by the electoral commission to register voters and to embark on periodic revision and update of such voters register so that names of those who are either dead or no more suitable to be in the register will be dropped and those who are eligible to vote are included. iv. Electoral Law There must be electoral laws that will stipulate and guide the conduct of free and fair election. v.
